You can learn from the Chef how to cook food, as well as ask him to share a recipe or two with you. The recipe itself details the level you need to be in order to cook it, and the ingredients you need.
For instance, he might say: To prepare a Hare, a level 10 recipe you need: Raw Hare.
Every time you request a recipe he will share a random one with you.
Presumably, he may know every recipe in the game, and thus may very well be deserving of his self-anointed title of the "best" chef in all of Stonehollow.
